Professor Dr. Obaid Saleh Al Mukhtan

Professor Dr. Obaid Saleh Al Mukhtan is an Emirati expert specializing in security sciences and e-government. He holds a Ph.D. in Security Sciences from the Police Academy in Egypt, as well as a Master’s degree in the same field from the same institution. In addition, he earned his Bachelor’s degree in Security Sciences from the Police Academy. He brings over 29 years of professional experience in areas such as computer science, public security, police sciences, statistics, crisis and disaster management, and e-government.

Professor Al Mukhtan has held several academic and administrative positions, including:

  • Editor-in-Chief of Police Thought Journal from 2014 to 2016.

  • Member of the Scientific Council at the College of Arts since 2016.

He has published numerous scholarly papers, notably:

  • “E-Government Applications in the Field of Traffic Enforcement”

  • “The Smart E-Government System for Reducing Traffic Congestion”

  • “The Policy of the UAE Legislator in Confronting Cybercrimes”

In addition to his academic work, Professor Al Mukhtan has been actively involved in community and family initiatives. He has delivered lectures and conducted workshops addressing the societal risks of modern technology and the impact of smart devices on family life. These efforts align with his role as Vice President of the Parents’ Council in the city of Kalba.
